Offshoring vs Outsourcing: What's the Difference?

By TalentDock Editorial Team · Updated 24 September 2026 · 8 min read

Quick answer
Outsourcing means another company does the work. Offshoring means the work is done in another country. They answer different questions (who and where), so they can be combined: hiring your own dedicated staff abroad is offshoring without outsourcing, a UK agency is outsourcing without offshoring, and a foreign supplier running a whole process is both (offshore outsourcing).
Definitions

Outsourcing vs offshoring in plain English

Outsourcing

Contracting an external company to deliver a task or process you would otherwise do in-house. The supplier can be in the UK or abroad. You buy an outcome and give up day-to-day control of who does it and how.

Offshoring

Moving work to another country. You can do it with your own people (a subsidiary or dedicated staff employed by a provider) or through a supplier. You decide how much control you keep.

The confusion comes from the overlap. Most people who say “outsourcing to India” mean offshore outsourcing: a foreign supplier doing a process for you. But a growing number of UK SMEs offshore without outsourcing: they hire dedicated staff abroad who work only for them, under their direction, through an offshore staffing provider.

The four combinations

Who does the work vs where it is done

Outsourcing and offshoring combinations
Done in the UK (onshore)Done abroad (offshore)
Your own staffIn-house: UK employees on your payrollOffshoring without outsourcing: a captive office, or dedicated offshore staff who work only for you
Another companyOnshore outsourcing: a UK agency or bureauOffshore outsourcing: a foreign supplier runs the process
Rule of thumb: outsourcing buys a result; offshoring buys location. Dedicated offshore staffing buys a person, in a lower-cost location, whom you direct like an employee.

Pros and cons of each approach

Outsourcing: pros

Fast to start, no hiring, expertise on tap, easy to scale down. Good for payroll bureaus, specialist IT, legal or marketing projects.

Outsourcing: cons

Less control, knowledge leaves with the supplier, costs rise with scope creep, and your work competes with other clients in the queue.

Offshoring: pros

Lower total cost, access to large skilled talent pools, extra working hours across time zones, and (with dedicated staff) full control of priorities and quality.

Offshoring: cons

Needs clear processes and good communication, UK GDPR transfer safeguards, and a reliable provider to handle employment, IT and retention locally.

Decision guide

Which should a UK business choose?

Quick decision guide
If you...Choose
Need a one-off project or niche expertiseOutsourcing (onshore or offshore)
Want a whole standard process off your plate, measured by outputOffshore outsourcing
Want a full-time person who learns your systems and takes direction from youDedicated offshore staff
Need people on site or legally required to be UK-basedIn-house UK hire
Plan to grow to 50+ people in one countryConsider a captive centre later; start with a provider

Most UK SMEs that try offshore outsourcing and dislike the lack of control move to dedicated offshore staff. You keep the cost advantage but the person is yours: same tools, same stand-ups, same standards. See how a dedicated offshore team works or compare staff leasing vs employer of record.

UK specifics

UK rules that apply to both

Whether you outsource or offshore, if the supplier or staff will handle personal data you need a UK GDPR-compliant contract. If that data leaves the UK to a country without an adequacy decision (for example Sri Lanka or the Philippines), you also need a transfer safeguard such as the ICO’s International Data Transfer Agreement and a transfer risk assessment.

Employment rules differ. With onshore outsourcing, IR35 can apply if individual contractors supply services through their own companies. Dedicated staff employed by an offshore provider and working wholly outside the UK are generally outside UK PAYE, employer NICs and IR35. Take advice on your own situation.

FAQ

Frequently asked questions

What is the main difference between offshoring and outsourcing?

Outsourcing is about who does the work (another company). Offshoring is about where the work is done (another country).

Can you offshore without outsourcing?

Yes. Opening your own office abroad, or hiring dedicated staff abroad through an offshore staffing provider who work only for you, is offshoring without outsourcing.

Is outsourcing the same as offshoring?

No. Outsourcing to a UK agency is not offshoring. Offshoring to your own overseas team is not outsourcing. They only overlap in offshore outsourcing.

What is offshore outsourcing?

Contracting a supplier in another country to run a process or deliver a service, such as a contact centre or payroll processing.

Which is cheaper, outsourcing or offshoring?

Offshoring is usually cheaper because labour costs are lower. Onshore outsourcing can cost as much as, or more than, an in-house hire.

What about nearshoring?

Nearshoring is offshoring to a nearby country in a similar time zone. It usually costs more than offshoring to Asia but less than the UK.

Which gives more control?

Dedicated offshore staff give the most control of the outsourced and offshored options, because the person works only for you and follows your processes.
